Carl Burkhalter, P.E., Project Manager
Carl Burkhalter Burkhalter joined ADOT in 2001 after 15 years of engineering consulting work with Woodward Clyde Consultants (now URS) and Knight Piesold LLC in Denver, CO; Santiago, Chile; and Phoenix. He was a Project Manager for ADOT’s Traffic Operations Center in Phoenix before moving to Flagstaff in 2003 as Resident Engineer. He was promoted to Senior Resident Engineer in 2004 and oversees several construction projects in the District.

Burkhalter has managed many construction projects throughout Northern Arizona, including the Rio de Flag Bridge Replacement project on Interstate 40, the State Route 64 pavement overlay project, U.S. 180 Fine Street to Navajo Street improvement project in Flagstaff, and the pavement preservation and new bridge barrier work at the Walnut Canyon and Interstate 40 interchange.

Mr. Burkhalter received his Bachelors and Masters Degrees from the University of Wisconsin, Madison, in Mining Engineering and Civil Engineering, respectively, and is a registered professional engineer licensed to practice in the State of Arizona.

Steve Boschen, P.E., Resident Engineer
Steve BoschenSteve Boschen, PE, Project Manager and President of Point Engineers, LLC, is responsible for oversight for the SR 179 construction, working closely with the contractor, ADOT and the community to make sure the project gets built on time, within budget and with as little impact to the community and traveling public as possible.  Formerly with DMJM+Harris, Mr. Boschen was responsible for the roadway design on the SR 179 Project. As a Registered Professional Engineer, he brings a 20-year background in the study, design and construction of transportation improvements throughout Arizona. He is experienced in managing multi-disciplinary teams and projects that address the concerns of diverse stakeholders such as public and private agencies, residents, business owners and the traveling public. He has the ability to convey technical ideas and issues to a nontechnical audience, and has been successful in conducting public meetings and gaining support in public forums on a wide variety of projects.

His project experience includes weaving transportation networks into environmentally- and aesthetically-sensitive settings such as state parks and national forests. Representative project experience includes serving as Project Manager for Casa Grande Downtown Streets in Casa Grande, AZ; River Island State Park Improvements in Parker, AZ; Red Mountain Freeway, Gilbert to Higley in Mesa, AZ; SR 89A "Call of the Canyon," in Oak Creek Canyon, AZ and on more than 100 projects including multiuse paths, park projects, arterial roadways and rural highways. Mr. Boschen received his Bachelor of Science in Civil Engineering from the University of Arizona.

Brandon DeCarlo, Project Supervisor
Brandon DeCarlo A Transportation Engineering Specialist with ADOT’s Flagstaff District office, Brandon DeCarlo joined ADOT in 2001. Some of the projects he has worked on include the I-17/I-40 traffic interchange in Flagstaff, US 180 in Flagstaff, Rio de Flag bridges on I-40, and the SR 64 passing lane project.

In his role, Brandon has responsibility for the construction contract administration for ADOT and the day-to-day management. Before joining ADOT, Brandon worked for five years for the Nevada Department of Transportation doing survey, inspection and materials laboratory work.

Kevin Turner and Mike Sick, Co-Project Managers,
Southwest Asphalt Paving, a subsidiary of Fisher Industries
Kevin Turner Kevin Turner has worked on construction projects throughout the southwest for almost 20 years. He recently joined Southwest Asphalt Paving, after being a Vice President at FNF Construction. A third generation Verde Valley resident, Kevin was born in Cottonwood and grew up in Flagstaff and Phoenix. His father was a state construction engineer for ADOT so Kevin has been around highway construction projects his entire life. He was a summer intern for ADOT when he was 18.

Kevin also is the project manager on the I-40 Walnut Canyon project in Flagstaff. He has managed paving projects at Oakland (CA) Airport, Grand Canyon, Highway 89A between Sedona and Cottonwood, and the Barber Motor Sports race track in Alabama.

Kristin Darr-Bornstein, Public Outreach Manager
Kristin DarrKristin Darr-Bornstein, with more than 15 years of experience designing and managing communications programs for multi-million dollar planning, engineering, design and construction projects throughout the western United States, oversees all public outreach activities. Ms. Darr-Bornstein is the Managing Partner of Kristin Darr & Associates (KDA), headquartered in Phoenix, AZ.

Throughout her career, Ms. Darr-Bornstein has worked with engineers and public agencies to manage the communications, budgeting and scheduling of projects involving numerous stakeholders, differing interests, and collaborative processes. She formed and facilitated numerous community advisory groups, including five for APS and SRP to site urban electric facilities accommodating load growth, and formed and facilitated one of the first U.S. Army "Restoration Advisory Boards," involving communities in environmental cleanup of Army facilities.

Along with ADOT, her other transportation clients have included the Cities of Flagstaff, Scottsdale and Phoenix, MAG, and the Florida DOT.

Mary Schnack, Communications Manager
Mary Schnack Mary Schnack, a Sedona resident and active community member, has been a specialist in communications for more than 25 years, with a wide range of experience in journalism, public relations and public affairs.

Ms. Schnack directs all project communications and be the team's local representative with the media, organizations, and community. In her public relations consulting business, Ms. Schnack represents clients throughout the country, including associations, corporations, entrepreneurs, government entities, small businesses and non-profit organizations. Her specialties include media training and crisis communications. She worked on the Waco cult crisis, the Los Angeles Civil Unrest and Rwanda genocide. She has taught Public and Community Relations seminars throughout the world.

Ms. Schnack is extremely involved in the Sedona community and has been honored for her professional and volunteer work. She was the girl's basketball coach at Sedona Red Rock High School, past president of the Church of the Red Rocks, Founder of the Sedona chapter of the National Association of Women Business Owners, and former board member of the Sedona-Oak Creek Chamber of Commerce.

Jennifer Livingston-Toth, P.E., Senior Advisor to SR 179 Improvement Project,
Project Manager for DMJM Harris

Jennifer Livingston-TothJennifer Livingston-Toth is the Planning Group Manager with DMJM Harris in Phoenix, and has a broad range of experience in transportation and environmental planning, civil engineering and construction administration.  Her experience includes project management for complex corridor studies, public involvement, partnering facilitation and construction management.  She is an accomplished leader with the ability to turn highly controversial projects into consensus-based solutions that are technically sound and realistic.

Ms. Livingston-Toth recently served as the Loop 1 Planning, Environmental and Public Involvement Manager on a comprehensive planning, design, and environmental services contract for the Texas DOT in Austin for an Interim and Ultimate Project.  Both projects involve an extensive public outreach plan and coordination among multiple jurisdictional agencies. 

Prior to joining DMJM Harris, Ms. Livingston-Toth was the ADOT Project Manager for the SR 179 (Village of Oak Creek to Sedona) Corridor Development Project.  This is the first context sensitive solutions (CSS) project that ADOT has undertaken.  The project involved implementing a community-based planning process termed the NBIP, to develop a preferred corridor concept.  She is recognized nationally for the context sensitive efforts on the SR 179 project and has spoken at numerous AASHTO, TRB and ASCE conferences on CSS.  In addition to the NBIP, Ms. Livingston-Toth led the planning efforts of the SR 179 Corridor Management Plan and the SR 179 Access Management Plan.
